Can the FBI send you an email saying that you are sending money to nigeria which i have not then saying you need to send $90 with your information and if you do not comply with the email they will arrest you for fradualant. I read that they were going to send me USA almost $1million dollars.they have send me serveral emails

This sounds almost certainly like an e-mail scam. Generally, the FBI does not contact individual citizens by e-mail. Additionally, if they were to send you an e-mail it would certainly have contact information of an office you could contact, including an address and phone number to call. I would encourage you to forward the questionable e-mails to your e-mail service provider's security or SPAM/scam division and let them know you believe you are being targeted by a scam artist.
