It is possible to obtain a certified copy of your birth certificate without a government issued photo identification card if you have other qualifying documents. For example, in place of a photo id, the State of New Hampshire, Division of Vital Records will accept a utility bills, car registration, a pay stub or a Social Security Card. However, one of the documents must reflect your current physical address, like a bank statement or utility bill. Send a photocopy of the documents along with your birth certificate application.
